A native of West Virginia, Steve Salomon received a bachelor of science degree in civil engineering with an emphasis in transportation from the University of Cincinnati. After earning a Master of City & Regional Planning with an emphasis in housing, land use, and public administration from Ohio State, he embarked on a career in local and regional government that spans some 35 years.

Throughout his career, he has focused on economic development, redevelopment, growth management, and operational and fiscal efficiency. He faced tremendous challenges as the City Manager and Redevelopment Agency Executive Director for the City of Watsonville during its recovery from the devastating Loma Prieta earthquake.

In addition to the position in Watsonville which he held for six years, he was the City Manager and Executive Director of the Redevelopment Agency for the City of Hercules from 1983 to 1987, served three years as the City of Albany City Administrator, and has served as City Manager and Executive Director of the Redevelopment Agency for the City of Visalia since 1996.

Expansion of services to meet the needs of Visalia residents has brought about:

• The opening of two new substations in north and south Visalia to enhance the interaction between citizens and the Visalia Police Department;
• The addition of two new parking structures to keep up with the demands in Downtown Visalia; 
• The opening of Visalia’s sixth Fire Station on Lovers Lane;
• The expansion of the Kaweah Delta Healthcare District facilities;
• The opening of the Visalia Transit Center and the Transit Maintenance Facility, and;
• The passage of Measure T, the first sales tax augmentation in the State to fund on-going public safety operations.
