data.
Purpose: Developed as highly accurate positional parcel/property database. GIS
foundation layer for future graphic and tabular database construction.
Supplemental Information:
Coordinate Geometry developed parcel base, constructed using AutoCad/SoftDesk.
High accuracy 320 point, 67 sq/mi. GPS Survey Network was used to control the
construction of the parcel and road centerline features. All of the property features
were determined from record sources (Map and Deed). Attribute data includes:
area , situs address, owner address, APN, Redevelopment districts, Historic
districts, Parking Zones, Design districts, Landscape &Lighting districts, NE
District, General Plan and Zoning all @ the parcel level.

The PAVEMENT dataset was created by joining the STREETS theme with the
dBase pavement management table maintained by the Public Works department.
The final PAVEMENT 98 (ArcView) theme is the result of summarizing data in
the section_no field. The original PAVEMENT (ArcInfo) coverage is a copy of the
STREETS coverage, edited using the dBase section_no field as the template.

Title: Cal Water Mains
Description:
Abstract: Shapefile containing lines representing the physical location of the existing
California Water Service water mains.
Purpose: Developed by Cal Water to represent the location of their water main
infrastructure
Supplemental Information:
Constructed using Autocad by Cal Water staff in San Jose Ca. Cal Water used the
COV, Parcel and Streets, Autocad layers to assist in the location of the water
mains. Photogrammerty, GPS, maps and field verification data was used to
assemble the water main database. COV converted .DWG to .SHP using custom
AMLs extracting the autocad attribute data.

Abstract: Shapefile containing POINTS representing the physical location of the existing
California Water Service valves, hydrants.
Purpose: Developed by Cal Water to represent the location of their water feature
infrastructure
Supplemental Information:
Constructed using Autocad by Cal Water staff in San Jose Ca. Cal Water used the
COV, Parcel and Streets layers to assist in the location of the water point features.
Photogrammerty, GPS, maps and field verification data was used to assemble the
water main database. COV converted .DWG to .SHP using custom AMLs
extracting the autocad attribute data. Cal Water delivered the point and line
features drawn to be plotted at 1"= 40' ACTUAL GROUND LOCATIONS MAY
DIFFER DUE TO CARTOGRAPHIC PLACEMENTS.

Zoning boundaries
Purpose: The official Zoning Map for the City of Visalia.
Supplemental Information:
Zoning boundaries produced from data supplied and approved by the COV
Planning Dept. The Parcel base layer was used to construct Zoning polygons.
Properties within the city limits are subject to the official Zoning Map and the
Zoning Ordinance guidelines. Zoning is used to control land uses.
