As a participating jurisdiction and entitlement community, the City of Visalia receives federal formula grants through the U.S. Department of Housing and Urban Development (HUD). This entitlement provides eligible metropolitan cities and urban counties with annual direct grants; the Community Development Block Grant (CDBG), and the HOME Investment Partnerships (HOME) funds. The intent of the grant funds is to provide decent housing, provide a suitable living environment, and to expand economic opportunities, primarily for low-and moderate income persons. 

As a condition of receiving federal funds, HUD requires entitlement jurisdictions to prepare a five-year Consolidated Plan, a yearly Action Plan and a Consolidated Annual Performance, and Evaluation Report (CAPER).
