One of the most remarkable and charming features of Visalia is its downtown area. Located just north of State Highway 198, the downtown has served as the city's epicenter for social culture and local business prowess since 1852. Structurally, Downtown Visalia represents a mix of historically preserved buildings and newly renovated spaces that combine to showcase the area's rich history and promising future.Nestled in the heart of Visalia, the Downtown is geographically defined as stretching from Conyer to Tipton Street (east-west) and from Mineral King Avenue to Goshen/Murray Street (north-south). With the addition of the East Downtown Revitalization Area, the boundaries of Downtown Visalia will soon extend eastward to Ben Maddox Way.

The downtown is comprised of an eclectic blend of professional office buildings, unique retail businesses, culturally diverse restaurants, and various types of entertainment outlets. By day, the office, medical, and government workers can be spotted strolling down Main Street on their way to visit the various cafés and restaurants Downtown Visalia has to offer such as Pizano's,Cafe 225, The Lunch Box, Henry Salazar's and many more. Once evening arrives, Downtown is electrified by fine dining establishments and entertaining night clubs such as Brewbaker's Brewery, Rio Brazilian Steakhouse, and Fugazzi's. This section of Visalia also offers many opportunities for a person to take in a show, be it a movie at the Regal Cinema's 10 Screen Cineplex, a live act at the majestically restored Fox Theater, or concert music at The Cellar Door.

Visalia's Downtown district also serves as host to the County Seat for Tulare County, as well as accommodating the area's largest hospital Kaweah Delta Healthcare District. In 2009, the hospital completed construction of a six-story 230,000 square feet North Tower Medical Center. Currently 130,000 square feet of the new building is occupied, which includes an expanded emergency department, four new trauma units and twenty-four new hospital beds. The hospital now plans to begin construction on the 5th and 6th floors of the facility.
