The Administration Division is led by Captain Perry Phipps and consists of the Professional Standards Bureau, Budget & Fleet.  Captain Phipps was promoted in January 2011. He began his employment with the Visalia Police Department in 1986. He was promoted to Agent in 1997, Sergeant in 1999 and Lieutenant in 2007.   Captain Phipps has held assignments in Patrol, K9, Special Enforcement, Anti-Burlgary Team, and Investigations. He has also served as a member of SWAT and, most recently, as District 1 Area Commander. In 1988 and 1995, he was recognized as the Department's Officer of the Year.  Captain Phipps holds a Bachelor of Arts Degree and a Master of Arts Degree from Fresno Pacific University. He is also a graduate of the Sherman Block Leadership Institute and the Los Angeles Police Department's West Point Leadership program and is currently attending Command College.
