The Operations Division is led by Captain Perry Phipps and consists of the Patrol Bureau and Special Enforcement Bureau.
Captain Phipps began his employment with the Visalia Police Department in 1986 and was promoted to Agent in 1997, Sergeant in 1999, and Lieutenant in 2007. In January of 2011, Captain Phipps was promoted to Captain.
Captain Phipps has held assignments in Patrol, K9, Special Enforcement, Anti-Burglary Team, P.A.L., and Investigations. He has also served as a member of SWAT and as District 1 Area Commander. In 1988 and 1995, he was recognized as the Department's Officer of the Year. Prior to his current assignment, Captain Phipps oversaw the Administration Division.
Captain Phipps holds a Bachelor of Arts Degree in Management and a Master of Arts Degree in Leadership and Organizational Studies from Fresno Pacific University. He also has a Graduate Certificate in Workplace Conflict Resolution from FPU. Captain Phipps is a graduate of the Sherman Block Leadership Institute, Los Angeles Police Department's West Point Leadership program, POST Command College, and the Senior Management Institute for Police. Captain Phipps serves on the California Police Chiefs Association Board of Directors.
