The Operations Division is led by Captain Rick Haskill and is comprised of the Special Enforcement Bureau & Patrol Bureau.  Captain Haskill began his employment with the Visalia Police Department in 1989.  He was promoted to Sergeant in April of 1995 and Lieutenant in 2002.  In 2007, he was promoted to Captain. During his employment with the Visalia Police Department, Captain Haskill has held assignments in  Patrol, Field Training, Special Enforcement, Traffic and Youth Services. He has also served on SWAT and as District 1 Area Commander.  Most recently, Captain Haskill oversaw both the Operations & Operations Support/Admin Divisions.   in 1993, Captain Haskill was recognized as the Visalia Police Department's Officer of the Year. Captain Haskill holds his Bachelor of Science Degree from the University of Southern California and is also a graduate of the Sherman Block Supervisory Leadership Institute, the Los Angeles Police Department's West Point Leadership program and POST Command College.
