CONSIDERED ARMED AND DANGEROUS - March 25, 2002
Wanted - Murder Suspect - Federico Castellanos Velasco (Velazco) - DOB 2/6/67, Hispanic Male Adult, 35 years of age, 5'9", 190 lbs., brown hair, brown eyes.
Velasco is wanted for murder with special circumstances in the State of California. During a home invasion style robbery in Visalia, California, Velasco and two unknown Hispanic males entered a residence at gunpoint and assaulted three victims. They bound the victims and shot a male victim once at close range.
The suspects fled in a dark SUV, possibly maroon, to Washington state. Law enforcement in Kennewick learned that Velasco was in the area on March 13, 2002.

SUMMARY: Victim Steve Gregory Guerra and a companion were
in Guerra's vehicle on April 8, 1989, at 3:30 a.m. They pulled into the parking lot at the 600 block of West Murray Street (at Willis) to take Guerra's companion back to his vehicle.
Guerra was approached by occupants of another vehicle, including a second victim, Jason Samuel Alvarez, who entered the lot. An argument ensued between Guerra and Alvarez's companions, followed by a physical fight, during which Guerra sustained numerous stab wounds to his upper body. The occupants fled from the scene in their vehicle. Guerra was located at the scene and pronounced dead.
Later that morning, at approximately 7:30 a.m., officers were alerted by occupants of residences near Strawberry Street and NW Fifth that a vehicle matching the suspect vehicle description (which had fled the scene) was parked there with an occupant slumped over in the vehicle. Responding officers located the body of Alvarez in his vehicle. He had sustained stab wounds to his upper body and was also pronounced dead. It was determined that both deaths resulted from the original confrontation.
An arrest warrant was issued for ELIO DOMINQUEZ BENAVENTE on September 15, 1989, charging him with two counts of homicide. The suspect's current whereabouts are unknown.
