Mural Policy Review Committee

The Visalia City Council adopted a mural policy in 2004, and it was slightly revised in 2011 to accommodate new technology. Recently, the City Council has expressed concern about whether the policy needs to be revised to better guide the content and quality of the murals being proposed. In addition, there are new technologies that are being used in the industry that may be appropriate to include in the policy.

On December 3, 2013, the Visalia City council appointed a mural policy review committee to review the City's current mural policy and make recommendations. It was recommended that the review committee be comprised of: two representatives from the Arts Consortium, one representative from the Downtown Alliance, one representative from the Planning Commission and one representative from the Chamber of Commerce. It is recommended that the heads of these organizations be asked to appoint a member to the mural review committee within the next two weeks, and that the committee complete its review by February 28, 2014.

The recommended goal for the Mural Review Committee is to review the current policy and recommend changes that will result in high quality, well designed, well executed murals are created in the City of Visalia. To achieve this, it is recommended that the Task Force be asked to address, but not be limited to, the following:

1.    What should be included in the policy to ensure that high quality, well designed, well executed murals are presented for the City's consideration?

2.    Are changes needed to the application process to meet the goal of high quality murals in the community and ensure ample processing time?

3.    Are changes needed to clarify when a mural becomes a sign or advertisement?

4.    Are there new technologies that should be accounted for in the policy?

5.    What could the City do to encourage more high quality murals?
